It is a game. Their goal in the 'game' is to find the minimum salary that you are willing to accept. If they tell you the range they are 'showing their hand' and asking you for your salary requirements is a way to see yours.
The way I go about this is to give them a low number, and then when I get the offer, ask for my actual asking.
You could ask for the approved budget for the role, which obviously was because they are looking to fill it.
It may not be a policy written in their official rule book, but I've seen recruiters say they get direction from upper management to not share salary ranges.
They usually give out the salary range, not sure which world that recruiter is from. It’s the first one I heard where it’s a secret

hear hear. I recently applied to Accenture and the recruiter refused to tell me the salary range, AND the name of the company hiring (apparently Accenture was hiring on behalf of another company).
They are so worried you’ll go directly to the company or through another recruiting company. Young or inexperienced recruiters don’t realize that some of us who’ve been around the block, have certain companies we will and won’t work for.
