Are you guys asked to work for 3days a week ? If so, are you strictly following it ? Mine starts from next week but I am planning to go twice per week( office is 120km from my home and will be travelling by train). Can't immediate shift as my kid is studying at a school in my hometown. Will there be any problem if I work for 2 days from office and rest 3days from home ? Will there be any strict actions taken?

Umm. Be thankful you didn’t get layed off? They probably kept you because you’re cheaper than the others.

Other people leaving isn't justification for a raise, much less a promotion, ESPECIALLY only being in role for such a short period of time.

No, 6 months in is not the time to ask for a raise. Lay offs usually means roles are eliminated because they’re redundant, so technically your output is still expected to be the same. Or another reason layoffs happen is to save on salary, benefits, etc. So asking for a raise will probably make them question your judgement, which is not good.
Has your work load increased exponentially? I think it's a little odd to expect someone to do the work of 3-4 people and still have the same pay.
During layoffs and hiring freezes are not the times to ask for a raise. However it is the time for really taking note of your work, and the positive affect it's had on the company. You want them to be the first person they think of when the company starts to open up financially.
In a startup hinting at a raise or promotion after 6 months is way more possible than an established company. From my startup experience, you pay and job title grows with the company - as long as you're a main contributor to your department or the company's growth.
