I know it's his/her job, but he IS your partner and you sound like you haven't even tried to approach him about his lack of effort.
Sounds like he is being a terrible partner. You don't sound like you're taking the iniative to be a great one either.
Best case scenario, you can practice some team building skills on your "broken cw," fix him up, and are better for it the rest of your career.
Worse case scenario, at least you'll start working on your team building skills (I get the impression you never have considered this).
Hate to break it to you, but communication + team building skills are huge in this industry.

One more thing, laziness is often fear in disguise. It’s very likely that your partner is fearful that they can’t actually do the job. If you do talk to them, you might want to encourage them by talking about some things you think they’re doing well. Build their confidence. If that doesn’t work, which it probably won’t because psychological problems aren’t fixed overnight, then do what I said above.
Maybe somethings going on with them. Check in and see if they’re okay!

It’s time to ask your current partner what’s going on with them and whether they need help. This looks like a burnout.
Talk to your partner. If things don’t improve, talk to your boss. You can’t let your partner drag you down

First of all, stop solving the problem by covering for the person. If you’re fixing the problem, there’s no problem. This has to become a problem for others. Here’s what I once had to do in a similar situation. I figured out what would make my boss fire this person, then I casually let it slip to my boss that this person was doing it—which they were. Boom! Fired within two weeks. (Granted, my boss was a full-blown narcissist and I was triggering her narcissistic wound, but it worked.) You might also want to go to the Creative Manager and ask for advice. DO NOT COMPLAIN, but ask for help in dealing with the situation. That way, you’re being proactive. (Generally, HR types are useless, but at least you’re creating a history of the problem.) Oh, and make sure it becomes a problem for the account team. Believe me, if the account team starts looking bad, shit’s going to change.
I’m in the same position but it’s my AD that sucks.
