Well, it also causes financial problems. Yeah OP I don't know how you can respond to it given that it's very much an assumption. I would try to focus exclusively on the work part. But you could something like hey man is there something going on with you? if you wanted to get more personal...
I wouldn't know how to approach that. Maybe only focus on the underperforming.
Unless you have something very solid to go on that you aren't mentioning, I would be careful of making assumptions. Underperforming and financial trouble could mean anything. Maybe just try to be his friend.
Coke is a bit of a stretch. I wouldn't address that but the performance issues are definitely something that is tangible and you can measure it. Perhaps bring in a manager or another colleague into the conversation to confirm your assumptions about his underperformance. You should only get professional help if he requests it for privacy purposes.
