I’d suggest such hard working peoples to stay. I have been there in similar situation last year. Given base rating as I did not complete full year. But by continuing doing the hardwork rewarded with SI rating this year.
Not to mention, I have progressed from Staff 3 to Staff 4 during mid-year with 21% hike.
Now getting promoted to Senior in this cycle.
So to summarise, those who do the hard-work get recognised very fairly. Make sure you hold your end and show the commitment. Good days are ahead.

Yes, I also got progressing inspite of working on multiple projects with in these 7-8 months. I was fully utilized but at the end councelor said since you have not completed 1 year, you will get only progressing.
My case is little different....I joined in mid July 2021 but hardly worked for 7 months and rest of the time on bench.
I also got progressing rating though I worked on various initiatives, my counselor said that my utilization is not at par. I believe under utilization is not my fault.
