If it’s an exfoliating toner (i.e. with any acids) don’t use on the eye area!! Sorry, OP!
Cetaphil may be good, and don’t rub them! No matter how itchy. Ice pack as well. Make a telehealth appointment ASAP with a derma (call and tell them it’s an emergency if you aren’t able to find appointments online) or CVS minute clinic. Sorry, OP!
Place cucumber slices/ grated cucumber on your eyes.
Try rinsing really well with cool water and even applying a little bit of ice. I have gotten similar reactions just under my eyes and keeping the area completely free of products for a bit seems to help. You could also use a little Neosporin, since it promotes healing but is petroleum based so non-penetrative
Get some plain, edible rose water from grocery store - very soothing for eyelids.

Do you have any aloe gel? That can help soothe them and in the future you avoid the upper eye area. 🥴 Feel better.
Hydrocortisone works for me! These symptoms flair up for me every once in a while, especially in the winter. I’ve been to a derm and over the counter hydrocortisone was what they recommended and it always clears right up (less than 12 hrs).
Curious - What type of toner? I’ve been using The Ordinary Glycolic Acid toner but am looking to try out others.
