I would always recommend going for a regular position instead of on call. It is more likely that you will actually be able to make a living whereas if you're on call then it's up in the air. So I would definitely go with COH.
Choose Kaiser. It has a better reputation in my opinion. Also, it depends if you like to be part of an union or not.

If you don't need the financial security of the FT job, then you're free to consider both equally. Take the one that you think offers a good, non-toxic work environment and interesting work. Money isn't worth anything if you hate getting up every morning and going to work because the environment is toxic or the work is repetitious and boring.

Congrats! Two job offers, what a great position to find yourself in! Both sound like great options but I would rather go for the FT offer if I were you. Seems like more of a sure thing than the other one.
My recommendation is to go with the job that upskills. Plan ahead for the future healthcare industry so that your skills remain in demand.
Kaiser has really great benefits and from what my step mom says, is a wonderful place to work. very strong unions too
Kaiser looks better on a resume. I would go with name recognition to enhance your own career brand.
Compare the benefits packages and compensation offered by both hospitals. Look beyond just the base salary and consider the healthcare benefits, retirement plans, paid time off, and other perks.
