Always go for the higher range. A higher limit means a company can pay up to that number, so I don't see why you should lower your number.

Always ask for more than where you actually want to land. So if you wat $36 an hour, I would ask for more like $38 an hour. You want to aim higher than your bottom dollar.

I'd say go for $38-$40/hr. At least if they reject it, the offer would still be within the range. Best of luck!
Is this for TIAA? If so I would imagine it would be the potential salary amount
Like everyone said. I'd try to go for the high end of the limit and you'll have to sell yourself as towhy you deserve it. Like everyone has probably realized. Better to negotiate on the front end since pay raises are su structured.
For future reference, you can calculate annual salary from hourly rate by doing 40/7*365 = 2085 and multiplying your hourly rate
