OP, you’re not alone!!! I’m the same way, I have light sensitivity AKA photophobia. Harsh office lighting will literally put me to sleep. My phone’s brightness has always been very low. Monitors at work are the same (like 10-15 brightness with 40-50 contrast). Office lighting constantly flickers, but we can’t see it with the naked eye. For some of us, that irritating wavelength of light is harsh on our eyes.
I highly recommend you buy some FL-41 glasses. I did research on my light sensitivity when I was literally unable to keep my eyes open & stay awake at work. FL-41 glasses use special lenses (which also have a rosy tint) to block out the irritating wavelengths of light. They are clinically proven and way more effective than blue light glasses. Read the testimonials on Reddit.
I decided to go with the TheraSpecs brand because they’re the best of the best. They have a 60-day money back guarantee for any reason. So what I did was start with a pair of their non-prescription glasses to try it out and see if I noticed a difference. I did, so I ordered a prescription pair (even mailed them my own custom frames I wanted them to use). Then I returned the non-Rx pair once I got the prescription ones (before the 60 day period ended though).
Best thing I could have ever done for myself at the office. I no longer have hurtful eye strain or fall asleep at my desk. One of my coworkers even bought a pair too and has also noticed a difference (she doesn’t even have light sensitivity like I do). Try them out, you won’t regret it!
I also recommend downloading a free software called f.lux which allows you to change the tint / color temperature of your monitors. This helped me even before I got TheraSpecs FL-41 glasses, but I still use it to this day too.

I don’t find that weird. I have office services take most of the fluorescent bulbs out in my office and use table lamps instead.

Not weird! I turn the lights off in every boardroom I walk into. Like come on we have floor to ceiling windows in the office and it’s sunny, why do we need to also have the lights on. This is also a constant fight with my partner - he’d shut the curtains and turn the lights on. Drives me crazy. If it was up to me I’d only turn on the lights when it’s dark out and you literally can’t see and still would probably have some mood lightning for the most part instead of bright light everywhere.
I was moved to a new office three years ago and I have no idea if the lights work. Never tried.
