Consultants? Necessary. Anywhere from ambivalence to animosity dependent on the actual value add. Animosity stems from folks with no bandwidth to do what needs to be done and lack the understanding of a fixed-cost contract and ultimately the understanding of how funding works. Ambivalence is the true C-suite. They wouldn't really don't care who you are, they want quantifiable results delivered and the current org structure and duties likely don't allow them to reallocate personnel - hence why we're there.
Then you've got the folks in the middle, that likely really really like the consultants that they work with (assuming competence). They have a project that is moving forward. They have staffing focused on GSD, and likely they are getting an internal spotlight and growing a relationship with your organization. Getting those folks to leadership positions in various companies improves long-term client pipelines.
With that said, taking on unnecessary work, advising poorly, wasting resources, and otherwise not red flagging work that will ultimately damage the consulting firm / client relationship will torpedo a firm's relationship.
