Why would you want to stay at a firm that just denied you a promotion? Why was your utilization low?

I know it is early in your career. If they refused to promote you solely based on Utilization, it’s time to get that offer and leave. You are underpaid and denied promotion you are competent for, there’s 0 reason to match that offer. Get a better one and leave
Maybe they aren’t competent. If a firm doesn’t promote someone, surely there’s usually a reason. It’s almost like they are inviting them to quit so they don’t have to fire them.
What do you mean? A1 to A2 Is not a formal promotion and nothing any firms officially recognize. All the 1 and 2 signify is the amount of time you have been an associate. If the firm cites poor utilization for not giving you a raise them that’s one thing but informally you would still be a A2.
TA1, most firms you are an associate for 2 years. Then senior. If you got a raise then you’re good.

For all those saying the advancement is automatic (and not really a promotion), that's technically not the case. It's simply rare that someone is held back and so it seems like it's automatic.
It's still an indicator of the level of experience someone should have and the level of performance to expect.
OP, I don't know you or all the facts, but I suspect someone had made the determination that your experience has you performing at the level of A1 and not A2. Low utilization implies not as much practical work experience as required. If this is only 100 hours less, maybe not such a big deal. But if several hundred hours or more, then you've missed out on a lot. And please reflect on the quality or your performance as well as how much you have learned.
I suggest speaking with your coach to truly understand the facts and reasoning behind the decision.

What firm are a partner at that recognizes A2 as a formal promotion? As someone earlier said, it’s an informal count of your years of experience at that level.

What is the reason behind your poor utilization. At that level it’s either because the firm does not have enough work or you are struggling. If you are struggling see if you can find someone to mentor you and get promoted to senior next year.
If you think you are in the wrong (you slacked off and didn’t have good utilization), it would be a great learning opportunity to stay and work through it with your management.
Most likely that isn’t the case, and you should leave for another firm.
Based on what you have shared, I can’t imagine a scenario when going to another firm would be a good option for you.

A1-A2 is not a promotion? As someone else mentioned it’s just an informal label, if you are a first year associate you are A1.. if you are a 2nd year associate you are A2…

One thing to consider if you go your planned route is that your firm will more likely than not accept your resignation. Presenting a competing offer is an ultimatum, do this only if you’re ready to leave your current firm.
