Finished interviewing for an ATS role at Microsoft Wednesday. The interviewers said they were recommending me but I haven’t gotten any feedback from the recruiter. I’m at PwC S& and in consulting I always got at least a verbal yes day of or next day after interviewing. Does anyone know how long this usually takes? Do you get a verbal first or do they wait to have a contract?

Don’t be offended, anyone can make mistakes and unfortunately if your base salary was incorrectly put into the payroll system it’s understandable. Startups are notorious for understaffing HR so those folks are almost always overworked and on the edge of burnout. Assume best intention and human error, otherwise if they did this on purpose, they’d be in big trouble because comp changes need to be communicated and ideally documented.
The good news is that you can send an email to whoever is responsible for payroll, attach the two payslips and your offer letter that details your salary, and request back pay. Ask them by which date would they be able to correct the mistake.
One adjustment to Business Development Executive 1's comment -- don't apologize! This isn't your fault and you shouldn't have to monitor your paystubs.
Yes, I would not be offended because you yourself overlooked it for 2 months. If you didn’t bring it up for correction, no one would realize there was a mistake. Just ask them to correct it. The government makes these kinds of mistakes frequently and they are not a startup. In some cases they overpay and then ask for the money back immediately and the poor worker has to come up with money they no longer have. People could be burnt out, people can also be incompetent, absent minded at the moment, etc. Mistakes happen for many reasons and most of which are not personal. I would recommend checking your paystubs more regularly.
