I have a very similar watch that belonged to my father, who also passed away.
It really depends on whether or not you think you’ll wear it even semi-frequently. As long as it doesn’t have “active” water damage it shouldn’t get any “worse”. However, if you pay to have it restored only to let it sit, it doesn’t make much sense, in my opinion.
That said, a refurb would prolong the watch’s overall life, and it could be a good way to honor him on a birthday or special day by wearing the working watch. I personally never saw my dad wear this Omega, but it was in the small box of watches that my mom passed down a couple years ago.
The biggest issue with any of these watches is likely to be parts availability, especially on an old quartz - I don’t know enough to know whether or not Omega still offers parts or replacements.
I’m sorry for your loss, and if you get the watch restored I hope it brings you years of joy.

If I were you I would not send it into service at the Swatch Group. They will overhaul the watch, and it’ll look brand new but you might have new hands, dial and refinished case. Your service shouldn’t set you back more than a few hundred dollars. There are a lot of watch makers in the US that have access to Omega parts that should be able to restore your watch without replacing the things that make it sentimental

Do not go the Omega route. Too risky that they replace too many parts and completely refurb the watch

He is a reference in the Omega forum, and I had 7 watches impeccably serviced by him (including a 1972 speedy) (he even included video and 100 photos of his work)
Incredible watchmaker and amazing person
Most of his customers have vintage watches, so he’s very careful not to replace anything that is not needed and keep everything original

Btw, I cant stress it enough — do NOT have your watch serviced by Omega and have dial/hands/etc replaced.
It is your dad’s watch as it is — the beauty is on everything being original and the watch that he actually wore
I have original strap (gold plated) but the condition is pretty bad...the main issue with the watch is the back case falls off etc...guessing some replacement parts are needed
If it has sentimental value, it’s worth it.
It’s a quartz watch, so there likely will not be a large price tag with fixing the movement.
I just serviced a watch from omega that was 30-40 years old, If it’s quartz it’ll cost you max $450

See if there’s an Omega store near by - I recommend going straight to an official omega store once they open up
