This has always been the case. The FOIA takes upto 6 months some time but you will get any documents belonging to you that you ask for, with some reactions.

EY can always withdraw the I-140
That’s right after 180 days it’s not possible to withdraw i140

No you don't need an original for anything. Just a copy is sufficient.
EY law does give the i140 approval after you request it - you have to sign a release form though. In fact, I needed it during my stamping - the visa officer indicated that they wanted to see it.
My email didn't say anything about optional/not optional. Said that if you want the i140 copy, sign here

They give you a copy and that’s all you need
I’m waiting on I-140 application for over 180+ for approval and when contacting uscis, for status update, I get told that it is within time frame for processing and any update is only through the employer attorney.

If the 140 has been filed and you have a receipt number, then it is in USCIS' court.
