Yes, you get access with any Delta One ticket, but I’m assuming you’re using an instrument to upgrade (GUC/RUC or miles) since the complementary upgrades only clear at the gate and you wouldn’t have much time to visit.
If you’re on a flight with Delta One equipment but the service is marketed as First Class (e.g., JFK-SLC on a 763 or 75S), then you don’t get lounge access.

Incorrect, D2. Delta does complementary D1 upgrades on D1 routes within the US50 (e.g., JFKLAX, JFKSEA, ATLHNL). Those upgrades clear at the gate based on availability, using the normal status waterfall. If you waitlisted a GUC/RUC that didn’t clear in advance, you have priority. The reason they clear at the gate is to have the opportunity to sell them right up to time of departure. You get lounge access on domestic Delta One if you buy a ticket or clear in advance using an instrument.
On a D1-configured bird with FC service, upgrades may clear in advance.
Internationally there are no complimentary upgrades to Delta One. You need to use a Global Upgrade Certificate (if you’re a DM or a 360) or a mileage upgrade if available.
