PERM is filed to department of labor , a federal agency. It doesn’t matter if you switch cities or countries at this time. It only matters during adjustment of status process

It’s when your priority date becomes current and they file I-485 ( in short you are adjusting from a non immigrant -H1B status to permanent immigrant) . Even then you can move, but you will need to update the USCIS with new address. They send you a lot of important documents by mail during that time, so it’s better to stay put ( in my opinion)
