You're better off using that fact - that they will prorate it - as an argument to request hire starting base and signing.
Otherwise you have to trust them to track this and to basically go outside normal talent processes. It's hard and they aren't set up to do it.
They said they don’t have a policy of sign on bonuses. Negotiating the base so hopefully they’ll move higher on that (seems likely). And this is the only other thing I thought of to compensate for no sign-on.
Well it will be a good thing to clarify as part of your discussion. I'm not a practiced negotiator but at the end of the day, they can offer whatever they want.
I just would NOT expect them to handle you in a unique way in terms of pro-rating bonus. Too many moving parts for it to work out in your favor IMO.
