Not in general, visas are not often used as a cost cutting measure. They help cover the gap in skills for the US.

Well that's an overly broad statement. While I agree there are plenty of cases where visas are used to address the skill gap in the US, there are also plenty of firms that take advantage if these visas to have lower cost labor.
Rules will need to be changed by congress , not the president. This administration has made it tough , but the core issues have existed for decades.
SWE salaries have only gone up. If they make it tough, those jobs will go offshore.

Also, no one wants to be paid less than they’re worth. Highly skilled people have options. They’re not going to take a job where they’re being paid less than they’re peers regardless of immigration status
