Because the pay is tied to location, and most of the location changes from last year are still temporary. Companies that have the budget want to hire the most talented, and don’t want to feel like they get the short end of the stick if they pay someone a Bay Area salary when they live in the Midwest. There’s still a bias that the strongest talent will be located permanently in bigger cities.

Companies eased up drastically comparing to Pre-COVID. But many leaders are #okboomers who don’t want to change their mind that quickly. They think that productivity is up at wfh setting, because everything is closed an people simply don’t have anything else to do.
Labor is not a free market like goods or services. That has some cons and many pros. One cons is that as an individual it's harder to get employed for a big role based in a rural area. Your competition is folks who live in big cities. The pro is that you only compete against folks with work visas in the same country as you, instead of competing against the whole world like freelancers do.
