I was holding existing offer of 16(45k variable) LPA from congizant and now nagarro is giving me counter of 18(90K variable) LPA on it. Do you think it's a good counter? Till how much should i negotiate the offer?

Either your next company will take ownership of your clearance or it will go inactive, but it can be reactivated after a certain period of time. So no, your clearance is not tied to the company that sponsored you.

Your clearance is tied to you and a govt contract. If you leave clearance is “in active” and can be (generally) activated when you join NewCo and they have a contract that requires your clearance. If inactive for a period of time you can lose eligibility.

In sort yes make new company aware you have it and make sure they can carry it if you plan to stay long term and you want to keep it
At least for the clearances I'm used to dealing with, it can stay inactive for two years.
Keep in mind it can take a long time to transfer a clearance from one sponsor agency to another if you get on a project with a different agency.
DoD SC is good for 10 years.
