I applied for the first round of admission that was closing on March 15th, will I be ok if I retake the test on March 27th or is it too late?

I have 18 months left of the GI bill. I can’t transfer it. I have one bachelors and two masters. What should I do next? Any ideas?

My cousin wants to enter into the IT industry but his graduation is from non Tech (B.A). So I have suggested him to persue and MBA in IT or MCA may be from distance learning will also help.
Please give suggestions which will be the most feasible way to enter the IT industry, given that he is financially not much sound but he is very smart and hardworking.
