Only the time you’re actually performing billable work during your flight.

No, not on the commercial side.
Only place I have seen that is on government contracts.

Government work, yes
It depends on your agreements
Depends on the contract and also the time of the flight. At Booz, flight time is chargeable to the effort if during “normal business hours” (max 8 hours during roughly the 6am-6pm timeframe). If you are flying outside of that timeframe, it is only chargeable if you are actively working on the flight. And keep in mind some contracts don’t allow you to work in public spaces. Be mindful of performing bid/proposal work in public as well.
Billable time is not the same as time allocated on time sheet. You may still be required to park the hours on timesheets somewhere (client code or some other internal code)… which may depend on client agreement, your firm, and your engagement lead… best bet is to talk to your engagement manager.
