Assuming this is in a taxable brokerage acct, then liquidating any positions would incur capital gains. If possible, ask if you can transfer the assets into a brokerage account in the name of a trust, and then if you are named trustee then you can take over the portfolio and don’t have to liquidate or pay cap gains. But it sounds like you don’t like the underlying positions to begin with, and you might be looking to overhaul into other positions anyways.
Pretty sure the estate doesn’t get the step-up. The estate hasn’t inherited anything and still files a tax return.
Depends on the equities (are they financially sound, reputable, dividend income - if you consider that), probably also tax implications to consider, and also if you have a plan for the money if you liquidate. Personally I wouldn't because I don't have a current need for yacht much cash but your situation may be different
