How would you build a TCO model comparing a made from scratch Data center vs one of the cloud services? How would you account for building leases, construction costs, wages/labor etc.?

A senior manager sent me a text today to ask if I had sent an email last week, and if not, they would send it right now. I am on PTO today. Am I wrong to feel that was not appropriate?
