That is completely incorrect. On international routes, there are roundtrip fares, which are usually significantly less than two one way fares. If the OP changes the destination of the return, it’ll be priced as an open jaw, which is half of each of the roundtrip fares, not as a new one way (and if he just cancels the return, unless there was a schedule change, his outbound would be repriced as a one way which sometimes costs more than a roundtrip, so he wouldn’t get anything back). The only requirement for an open jaw is that the distance between your departure point and your arrival point on the way back has to be less than the distance of either of the flown legs.

So in this scenario I would have already used the first leg. So if I wanted to change the destination of my return leg from Cancun to nyc, I guess they could price the fare difference to a new flight, but I’m not sure if that’s allowed under policies ?

Yes, you can change the routing, but it will require repricing for the new route. Could be expensive depending on fare availability.

How do they work out the fare value of the return trip. I guess it’s not 50% but some preset rate in the fare details?

Correct, you’d be limited to whatever fare buckets (RBDs) are available on the flight you’re changing to on the day you’re making the change, but the fares used to determine pricing for those buckets would be the ones in effect when you bought your original ticket (including advance purchase requirements as if you’d bought the new routing at the original time of purchase)

I usually will buy the legs separately, it makes it easier to refund one and totally change the trip.

Except for international flights, a roundtrip costs significantly less than two ways (it used to be the case for all domestic flights too with fare fences like a Saturday night stay or minimum stay used to separate high price elasticity leisure travelers from low price elasticity business travelers, but now many domestic O&D have roundtrips priced as two one ways in response to LCCs)

What’s a 14 day travel ban?

Also 14 days in Cancun sounds great!
