All of the above plus:
(1) Aligned goals (hence incentives). Where is the alignment? The idea of “having career coaches/ performance managers from completely independent and unrelated areas of business results in objectivity...” is utter BS - don’t fall for it. If they don’t understand your operating context, they don’t get you, your struggles and your overall story. Plain and simple.
(2) Skin in the game. You succeed, they succeed - ask for their personal objectives and see whether line management/ career counselling/ career coaching is an integral part of their KRAs/ KPIs. If not, this will always be a peripheral matter for them and will get limited attention and focus. You want someone to be deeply invested in your growth.
(3) Level of influence within inner leadership circles. Do they have political capital and are they willing to spend it to fight your corner? While your KPIs will matter, in the end someone needs to fight your case in end of year reviews.
(4) Peer group - who else are they overseeing and whether they will be more/ less invested in your growth and development vis-a-vis your peers

Level relative to yours (not too high above to be hands off but also not too close to yours - 2 level in between as rule of thumb), social style (analytical, driver, amiable, expressive), skills he/she has you don‘t have and are interested in, also just how your personal feeling is with that person and how busy that person seem (does she/he move the meeting x times and far out usually)
