I’d suggest putting a meeting on their calendar and set the stage for working norm and expectations though
Agree with SC1 in addition, if you have enough info., consider putting something on paper (or PPT) showing where you think things are in the project cycle based on what you’ve been able to ascertain without them then send to them for their review and feedback. Often, showing someone something elicits a stronger response than asking them to tell you what they think.

I work in change, so let me save you some time -- you are a relationship manager, you don't have to be confrontational. This is your program lead, but are there other people on the program that can provide you with impacts and status?
Without more context I suggest you start by addressing it with a regular meeting as SC1 suggested, but focus it on making sure this person understands the value you're trying to bring and how you can work together. You may be misunderstanding their role. Also, you need to build a relationship so if they're already bought in then don't make calls all about work. When you do talk about work focus in on status updates and gathering impacts.
It’s a risk - that works
Hmm right now I’m doing the change management planning so no risks or anything flagged so far. I’ve been writing comms, doing stakeholder interviews, and flagging stakeholder concerns to lead but she hasn’t been responsive with reviewing my materials or asking my questions which leaves stakeholders in the dark.
