In our firm, paralegals are typically notary publics but administrative assistants are not.
They could very well be entrenched in an underpaying situation, and not know how much they are worth. A great secretary is very hard to come by (imho) and having them get get a notary license a relatively small inconvenience. On the other side of the coin, listen to your instincts and check references. Good luck!
What else is she asking for? Does she want to work from home? PTO? Hours? What kind of benefits did the other firm have? What do you offer? 65K may represent what she needs to live well, but enough that she can make other demands. (Maybe she left because she was making less than 65k at the other firm. Maybe she is independently wealthy and wants a fair income but doesn't rely on the income to live the lifestyle of her choosing.)
