Be sure to provide a or multiple modules of training on removing opinion & using work examples, avoiding bias, rating errors, and best practices. Otherwise 360 can be demoralizing, fracture existing weak relationships, and uncover bias behavior opening the door to discrimination claims for a culture not steeped in RICH DEI practices.
I discourage clients who don’t have inclusive organizational practices embedded to stay away from 360’s.

Is the sample size too small? I vaguely remember that 360 feedback isn't as effective if the sample size is too big or too small.
I think the sample size for the feedback for each individual should be approx 10-30 feedback submissions. It sounds like OP wants to do a total of 40 different 360’s at the same time. I have done 360’s one at a time and it’s fine. We use KornFerry but are looking to change the platform.
One thing to consider is how many interviews the team will be asked to do for team members. If people are asked to complete 10 of these, they may get stale
That’s my biggest worry. I think each person will have to do a maximum of 5 which I think might be too much.
What’s the goal/reason for this request from the leader? That may help guide you into the right type of tool/process
I think you can do a lot of different options. But If this is mandated across every employee, I would question the intent more. We have done manual activities like start, stop , continue exercises. Super simple and good feedback to build on. But if you are specifically looking to address a specific people leaders performance issues, I would be careful about the questioning. Personally I generally use 360’s when the leader is struggling with self reflection, but our companies is very positive supportive feedback culture. It’s common for our employees to use our feedback tools in Workday yo get feedback from a variety of employees (peers, leaders, etc).
