At my agency we just give the title out so good teams don’t leave.

In an acd, I want someone I feel confident can handle a project with much less oversight. They need to be able to know what appropriate solutions to the brief look like, come up with them and present them to me and possibly the client. And produce them. And deal with timelines and internal politics. And take oversight. And possibly help juniors help them.
That’s a lot. Its most of the responsibility and little of the control.
That said, often it’s a meaningless title so good creatives can get paid a little more.
All of this ... but don’t be perceived as being TOO good, sometimes an insecure CD will see a very good ACD as a threat, especially during agency downsizing.
