I'm looking to start a 529 for my daughter next year. If I have unused funds in the 529 my mom setup for me, can I roll it into my daughter's? Where do I start?

Yes you can roll from yours to your child. It is technically a gift so you may need to fill a gift tax form if you roll over more than the exclusion amount at once. No big deal though

Does your mom still own the 529 with you as the beneficiary? Her grandchild is a valid beneficiary, she can just change the beneficiary. It’s the same as if you move money between your own children’s accounts.

Wouldn’t you just be able to just change the beneficiary on your mom’s to your daughter? Avoid any gifting considerations. This would require you to just use that one or carry two (existing and a new one you open).
Weigh benefits of in-state plans (state tax deductions) compared to best (read:lowest fee) out of state plans - Utah.

They are talking about income tax. Did you read the entire article? Where it talks about gift tax? The article is not great, but the point is that gift tax applies. You may not owe anything but if you go over the annual limit you need to file a form to reduce your lifetime limit. Up to you
