No, she means in the photo accepting and promoting the win. Only the sole copywriter who wrote the idea on a PowerPoint slide gets to hold the trophy. The creative directors and Chief Creative Officers who shaped and approved the idea are permitted to stand near the copywriter, and even put their arms around this generational talent. The strategist who wrote the brief can stand near it, but turn slightly away from the trophy. The producer who helped bring the PowerPoint to life is allowed to smile and gesture toward the trophy. The project manager who adhered to timelines and ensured the work went live is allowed to look at the trophy, albeit from a distance. The art director who slaves over nights and weekends to help the CW squeeze an idea through is permitted to be in the photo somewhere, usually taking a knee in front. The account people who managed the client, though, should never touch the trophy. Debatable whether they should even be allowed in the photo.

Do you mean physically keep the trophy? In my experience the trophies for most competitions cost money and if anyone buys them it’s the agency and they keep them.
I was permitted to stand 5 feet away and take a photo of the two lion statues after they were placed in the executive corner of the office. I did touch the Andy, and was able to put a D&Ad pencil (almost) in my nose.
So it probably depends on the award and the agency. Oh, and I was only invited to one of the award shows anyway so probably don't have to worry about it too much.
One does not win awards to hold them. One wins them to talk about it on LinkedIn.
