Curious how gender is playing into this situation? I would speak to her direct manager and get more information about how their conversations have been. You can also tell her that she can push back if she doesn’t get the information she needs from him. Sounds like she is junior, has a hard time advocating for herself, and has connected with you and is relying on that.

Can you talk to her manager and lay this out? Sounds like he’s the problem and needs to be called out as such if he’s ok with her work slipping.
Is it possible he is directing her to you? Sounds like you need to talk to him directly in a way that doesn’t throw the new girl under the bus and makes it clear the issue is with him.
I agree with referring all emails/chats to @uselessdude, and maybe following up with him to reiterate that her needs and requests aren’t in the Strategic realm and that she needs more Account training. Sounds like he’s a bigger problem for your organization though so consider presenting the challenge to your manager and/or asking HR if they have documented onboarding and managing policies that he can follow. Find the professional yet firm boundary, and good luck to you both!
