This just happened to me. I said something like "it's just a really good opportunity" about the new job. Said nothing about the old office.

There is no upside for you to giving honest, constructive feedback at an exit interview. There is the potential for downside - industries are small and you might get stuck with the label of being a high maintenance, complaining type. Just give bland, noncommittal answers and move on to your next, hopefully better, opportunity.
I think it depends. I’ve had 50+ friends leave. Pre-pandemic everyone I know attended because it was in the office. In the last year or so, less than a quarter of my friends even bothered doing the exit interview. The ones who left just cited things like more money, better WLB, declining physical and mental health, etc. They didn’t want to mention things like toxic culture and inability to take PTO because the tax community can be relatively small
No you should not decline. You can even ask to have a representative from HR participate. This is your chance to have a voice. Be polite, diplomatic, and concise.

Why would you feel like you need to lie or flatter the company?
I’ve heard it’s bad to be negative while leaving since it burns bridges (and my honest feedback would be fairly negative) . I just don’t see who will benefit from me being honest. They’re a huge company and very unlikely to make changes based on my feedback
There’s a way to provide feedback while being polite. Tell them so they can at least consider getting things together for the next person.
