Definitely not. You should accept the manager promotion. You quite possibly (likely) won’t have an offer in hand in a few weeks if you just started interviewing. And the manager title could help you as you pursue another job.

I don’t know enough about your situation to say whether it’s a good time to leave. But your question was whether to tell RSM you don’t want the promotion before you even have another job offer. I wouldn’t do that. Good luck with your job search!
You are at the point of exhaustion where you are making bad decisions and need to HALT (you know the saying don’t make decisions when hungry, angry, lonely, or tired).
I suggest you immediately, like starting tomorrow, take 10 days off. Say you are sick if you have to (you are).
Prior poster is right, do not tell RSM you don’t want the promo. It’ll most likely help you in external op negotiating. But it is time for you to leave.
