I’m trying to do the following in google docs and I can’t figure out the formula I want to do a conditional format based on information in one column being equal or less than and a specific word appearing in another column. Help! Also any suggestion on improving on writing these would be helpful

Advice needed: I have a manager that I do PM work for, including metrics, and often get asked to “re-run the numbers” but this is an incredibly complex process that takes a lot of time to make accurate in excel, even though it’s a single-figure output on a team/teams progress

Opinions wanted: I inherited an excel file around 2k rows and 50 columns used to manage stakeholder communications. Mostly free text fields and it feels very chaotic. Convinced my non-accountant-but-still-works-@-B4 wife that Excel doesn't use the letter O at all because it's too similar to 0. And that most accounting systems don't use O either.
