It's always been a dream of mine to work at Google, specifically as a UX designer (currently transitioning into UX from visual design). I've been so afraid to apply to any jobs with UX title, Google or not, because I'm always doubting myself and telling myself I'm still under-qualified.
UX designers & hiring managers, what are the skills a designer must have to be "qualified" for a UX position? Keywords on resume? Certifications? Thank you all in advance!

Have a serious conversation with your leadership. No one wants to lose great people, especially not now.
I would caution you about the underpaid rhetoric unless partner or HR actually told you you’re in the lower band. Mid band is what I would expect for a 2nd year manager. I don’t know how things work at KPMG but here if you’re on top of the band before you reach too seniority, you max out and your raises are limited.
If you’re under 200k base you’re underpaid and should leave
You'd think a "Strategy" manager would know better than to assume before dispensing advice.
What do you consider underpaid?

Have you tried asking? I got offered a 40% increment offer after showing an offer from a FAANG, same situation as you.
What is your ratio? If it were >0.9 I would consider leaving but if closer to the median I would consider sticking it out.
