I’m updating my resume and I’m wondering what HR people are actually looking for/care about? If I have had two jobs out of college (graduated 2020), should I still put down my internships? Does it matter if I put down Microsoft proficient or is that just assumed now? Does the award I earned in high school for community service matter?

The first thing they look for is relevance. My general rule of thumb is to include only the experiences that can apply to the job you're looking to get. And yes, this does mean changing your resume for each job (this shows that you actually are interested and didn't copy/paste your resume) So, if your internships have relevance to the new job, put them down. But HR also looks at the formatting. If your resume is a chunk of text and isn't easy to scan, they are most likely to toss it.
All of my internships have really been around social services and case management…
