It’s really hard to fix this situation. Just leave for a better opportunity.
I was in this boat as a sr copywriter. Someone I trained got promoted to ACD before I did. Every workplace has politics. I hated it but I just focused on my own path and in six months was promoted to the same level (my title is out of date on this app). My recommendation is to put on blinders and do what's best for you, whether finding a new job or advocating for yourself where you are. You can have discussions about your career trajectory with your CD without bringing up this other person. Because ultimately the conversation you want to have is "what level can I rise to at this org and what do I need to demonstrate to get there" not "why did you give this to him/her instead of me"? One sounds positive and future focused, the other sounds petty. Good luck!
You might as well bring it up.
Worst case, it goes badly and you end up moving to a new shop (which might be the right call either way).
Best case, it goes well and you end up with a better work dynamic.

In my experience, bringing up issues like this to CD or management never changed anything.
Also…I am currently interviewing with another company for a Lead CW position. It’s a bummer to be interviewing again so soon, but it’s my insurance policy.
They have little copy experience? How’s that possible
You could ask the new CD kinda like how you asked it here. Cause really you’re looking for insight, advice and good communication. Also keep an open mind and be ready for feedback that might be hard to hear. There are also sometimes things in play that you don’t know about. Like a client asking for fewer people in meetings for $ reasons.
