Nah, not ME. I understand the cultural difference vis-a-vis the perceived value of dogs’ lives. If anything, us Americans overvalue dogs.
What I don’t understand is that you don’t just hit two substantial animals - dogs or not - with your employer’s car while you have a customer on board and not even blink an eye. We’re not talking about mosquitos here. There’s blood on the windshield.
OP I'd report it with the hotel and let the pieces fall where they may. Marriott is an American hotel so they may actually care about it.

Stray dogs in other countries are like hitting a deer here. Stop expecting every country to follow norms that you are comfortable with or how you think it should be. You are somewhere else, their ways go

I grew up in a third world country, with lots of strey dogs, seeing exterminators beating dogs to death instead of using allotted shells / bullets (they could sell bullets for a little extra cash). However, even there purposefully running over a dog would be very frowned upon. Assuming he veered towards the dog trying to hit it or didn’t try to safely avoid it, I would report him to hotel manager, as there might be bigger psychopathic problem with that person. There was a guy who drove my dad for work for, he would purposely chase dogs/cats or any smaller animal with the government issued car. Ultimately, he crashed it. And, apparently, he was a drug addict.
Did he hit them deliberately? Could he have avoided the tragedy?
Think of being in a similar situation in your first world country and you hitting a deer a night. What would you do in that case?
If it was done on purpose, I would 100% bring it up to the hotel and contact Marriott directly. That would be a devastating experience for me personally and I would voice those concerns
