Sounds like they perhaps don’t understand why PR is important. So you need to start from there - explain what it is you're trying to achieve, and how it helps them achieve their goals.
"You need to help me do my job" isn't going to work. "Help me to help you to do your job" or "Help me to help the company succeed" is what you need to get buy-in.
I would typically say things like “in order for me to move forward I will need the following” and then bullet the items out.
As for education, I would recommend having one on one or small meetings with those you’ll work with the most and discuss how you’re going to help them (but they gotta help you first). This is something I always tried to do with new clients who never had PR before.
I think this is a challenge in most in-house communications positions. Your colleagues dont have the slightest idea what PR is and couldnt care less. If you can, work through your boss and have them communicate to that persons boss why its important that they help you. If thats not necessary, go to the persons boss directly and then cc them on all Emails. This always works for me, once their boss understands the importance, they are not going to ignore their boss's request!
