It happens. Somewhat of a red flag, but also just what you have to deal with when it comes to startups.
It’s common for companies to put a freeze around Q4 to ensure they can focus on completing e year at or under budget. Typically the freezes come around the end of Q3 when it’s realized that it’s tight.

It has happened to me a couple of time. It could be that they are trying to decrease expenses to look good to investors. It could be there is new leadership who doesn't want to hire while they reorganize. Etc.
I wonder if related to cratering market, and if more businesses follow suit. Is it too late to jump ship elsewhere? Anyone else being told a hiring freeze in place now?
It wouldn't be a red flag, maybe a soft orange cautionary tale. I think it speaks to their disorganization which makes sense for a startup but doesn't mean its any easier to deal with.
