Happened to me for several roles. Seems like a common occurrence from recruiters. I have used that discrepancy to negotiate a bigger signing bonus. Good luck!
It does happen or the recruiter was given a range and they did not communicate the range appropriately to you based on your years of experience. Easy enough to wait for an offer than negotiate up or as other mentioned look for signing bonus, relocation, or equity as ways to make up the difference so total comp is in line with your expectations / desired level.

No it would be a red flag if they told you while they were extending an offer. This is them screwing up and being as transparent as possible
