I would argue that it occasionally is. For example, buying Hilton points on sale at 0.5 cents per point when you have a targeted redemption in mind. The redemption rate for a certain overwater bungalow was recently about $380 worth of points vs. more than $1,000 per night in cash. Sweet spot redemptions like these are rare, and most people won’t have the time it takes to find them, but they definitely are out there.

For immediate consumption it may make sense. Definitely not hoarding. Like: 1) Topping off account (most common) 2) Points purchase value is less than paid cost. Happens in business class international ticket. Once purchasing points was $2K vs ticket cost was $4K (rounded) 3) Gift (make your own valuation) Bottom line but if you have specific short term interest in mind.
Think it depends on the points and reason for buying. I bought Marriott points last year to make lifetime since it was still based off of the points prior to them switching to their new program qualifications. 100% worth it, especially in the covid world where travel isn't a consistent thing anymore and I dont think it will be for a while so who knows what my next chance to make lifetime could be.
