FSC 1 is full of it. Blows my mind how I'll informed that response is. It is not bad and it is not uncommon.
Your rating is just a snapshot in time. Your rating is already forgotten. Your promotion isn't.
FSC1's post is one of the worst I've ever seen onfishbowl
It's means they promoted you ...but they are not so happy about it and don't really like you ..sorry if its sounds bad . But use the promotion for your advantage for exit opps

At my firm 3 is the "expected" but still good grade for like 50-60% of people who are still on track for regular promotions. 1 and 2 is reserved for like 20% of people, and those are the guys who get counseled out. Isn't this pretty standard in the industry?

Maybe D different than P...salary won't be different here and D2 nailed it. Most 3/promo cases at P were because someone had soft utilization but strong performance otherwise (qualitatively).
It's not uncommon at all. It doesn't matter. 3 means you are performing the way the firm expects you to. If they didn't like you or think you have a long term future here, they will never promote you! I have counselees in similar boat and I know it's not an issue at all
@C1, yes, but grade inflation is always a challenge.

They will have you doing manager work but your salary is not as high as that of other managers. lol Deloitte wins, honestly.
Not uncommon. Promotion is the much bigger deal. Congrats!
