I think referral > recruiter > blindly applying
I would think the only firms that are going to be cost conscious about recruiter fees are small firms???!!
Maybe it’s just this market but I had no issues with getting decent signing bonus offers even while working with a recruiter. It’s also good to have a recruiter when it comes to negotiating things in the offer letter. I just accepted a lateral offer this week that I got through a referral, and having to go back-and-forth to discuss bonuses, start date, etc. directly with their HR was kind of stressful/time-consuming.
A good recruiter that has a working relationship with the firm is better than applying yourself. A bad recruiter can be useless or even hurt your chances.

I've always had the most success with a recruiter. YMMV.
With a referral at the firm
Honestly- if it’s a peer firm and they have a need (check website) but also if you are a cap markets/M&A lawyer, I would just apply. Just know that different firm can take different time in their time responses and a good recruiter can push for you if they have the right contact at the firm.
Only thing- recruiters that have a working relationship know the signing bonus firms have been issuing, so you may have leverage on that!
