Interesting. I don’t have an answer to your question but I would think that if you had no choice but to speak to them I’d focus on numbers and tell them they could ask the people you work for how you’re doing and they will find you’re exceeding expectations.

I would say that this may be normal if your manager doesn't have access to salary ranges for your role beyond their direct reports or have a lot of experience with having these discussions. My former company had a policy that if any employee called HR to inquiry about salary raises (to have a better understanding before discussing with their manager), then HR would inform the supervisor of such discussion. Although I didn't agree with this approach (especially if you don't have a transparent relationship or there is bias) but its because they realized that managers didn't feel comfortable with the conversation when they know that they weren't solely responsible for making an adjustment. They can advocate for you, but it still requires several approvals. So the call with HR may not be a bad thing.
