Work with anyone and everyone. They know you’re doing it. It’s not your fault if they don’t have the contracts to place. Understand they’re also working with several people just like you to fill the exact same roles for which you’re applying
i had one tell me “even though they were close to our COO, they would keep my search quiet”
meanwhile, the COO had left a month ago. I guess he wasn’t that close to the COO.

Headhunters don’t work for you - they work for the employer. Just don’t let two send you to the same place
most head hunters will ask about the status of your search. they want to get paid, so if they think you’re about to accept another offer, they might nudge a hiring manager along.
It's not inappropriate but be aware that if you're repped by an outside recruiter/submitted to a company through them first, you can't separately apply as the employers still have to pay the headhunter/recruiter
