Agencies, and jobs in general, get “Sorry, it’s not the right time.” quite often. So depending on how you rejected them, I don’t see a reason they’d make it personal. Now, whether or not there’s still a role open is a different story
Yes, as long as you didn’t burn the bridge by declining in a counterproductive way.

Definitely- just frame it the right way- it wasn’t the right time but loved blah blah about your agency. Etc go for it.
If you’re looking pursue all potential situations don’t worry if you get rejected just move on. I think people will respect your courage.
What everyone else said. I’ll add - you lose nothing by trying. If they don’t respond who cares? At least you tried. And it also means nothing. You can always knock on the door again.
Just say you changed your mind, that’s it’s I’ve done it twice and it’s worked.
