Well federal employees can’t get fired and have little to no job accountability. You’re there to do their jobs usually bc they’re too incompetent to do what needs to be done. So the pedigree of these employees isn’t going to be what you’ll find in the private sector. They may be more defensive about it or not.
They’re also jealous of contractor salaries. Depending on the firm, high performing senior associates make more money than GS15s.

They can definitely get more defensive and sensitive when it comes to being CC’d on emails, being informed, etc. they also are often protective of their turf in a way that you don’t see in the private sector. They can’t get paid more by their employer so they’re more likely to do this bureaucratic turf fighting
Federal clients are neurotic. Although my commercial experience is minimal, so can’t say much about commercial
